What is "Painterly Art"?

A question I receive over and over again from other artists, is how they can achieve a more "painterly look" to their art. 

As a full time artist, I've experienced days that my art doesn't flow; times when my art looks forced and unprofessional; the brush strokes look tight and my art looks very "in the lines". Other days my brush strokes dance, the movement jumps off the page and my personality and style shines through. But, I     can assure you that in my experience, it varies from day to day, month to month and even painting to painting.
